If you are specifying, ordering, or managing cylinders for a school, hospital, industrial campus, or multi-building commercial property, you have probably heard the terms grand master key, great grand master key, and system levels. This article explains what master key system levels 3 through 6 actually mean in practice, when each level is justified, and where the common mistakes happen that come back to haunt facilities teams for years.
What Is a Master Key System Level?
A master key system is a cylinder keying hierarchy where a single key at the top of the structure can open every lock below it, while keys at lower levels open only their assigned zones or individual doors. The level number refers to how many tiers of keys exist in that hierarchy, counting from the individual change key up to the top master.
Industry terminology from ANSI/BHMA and DHI defines the tiers as follows:
- Change Key (CK): Opens one specific lock. Level 1 of the hierarchy.
- Master Key (MK): Opens all locks in a sub-group. Level 2.
- Grand Master Key (GMK): Opens all locks under multiple master key groups. Level 3.
- Great Grand Master Key (GGMK): Opens all locks under all grand master groups. Level 4.
- Higher levels (Level 5, Level 6) add additional tiers above the GGMK, sometimes called Great Great Grand Master or campus-level keys.
So when someone says they need a Level 4 system, they mean: change keys at the bottom, master keys over zones, grand masters over departments or buildings, and a great grand master at the top.
Level 3: The Most Common Starting Point
A Level 3 system has three key tiers: individual change keys, master keys, and one grand master key. This is the standard structure for a mid-size school, a single-building office, a retail chain location, or a small healthcare clinic.
Example structure for a K-12 school:
- GMK: Principal or head of security -- opens every door
- MK AA: Classroom wing A -- opens all rooms in that wing
- MK AB: Classroom wing B -- opens all rooms in that wing
- CK AA1, AA2, AA3: Individual classroom keys
Level 3 works well when the facility has a clear zoning logic and a manageable number of openings. It stays within a key change count that most cylinder lines handle without exhausting available bitting combinations.
Level 4: The Recommended Maximum for Most Facilities
A Level 4 hierarchy adds a Great Grand Master at the top, allowing multiple GMK groups underneath. Industry guidance -- including documentation from manufacturers such as Sargent and Corbin Russwin -- recommends Level 4 as the practical maximum for most facilities. Beyond Level 4, the number of available key changes per level shrinks significantly because master pins consume bitting positions, and the risk of unintended cross-keying increases.
Level 4 is appropriate for:
- Large K-12 campuses with multiple buildings under one administration
- Hospital or healthcare systems where clinical, administrative, and utility zones each need separate GMK control
- Multi-tenant commercial or industrial facilities with a property management override at the top
- University dormitory and academic buildings managed under one physical plant
Example Level 4 structure:
- GGMK: Campus security director
- GMK A: Academic buildings
- MK AA / MK AB: Individual building wings
- CKs: Individual room keys
- GMK B: Facilities and mechanical
- MK BA / MK BB: Specific mechanical zones
Levels 5 and 6: When Size Forces the Issue
Level 5 and Level 6 systems are reserved for very large, multi-campus environments where Level 4 genuinely cannot accommodate the number of independent zones required. Think statewide school districts, large correctional or government complexes, or a healthcare network with dozens of facilities under a single security umbrella.
At Level 5 and above, the trade-offs become significant:
- Fewer available key changes per level. Each additional tier of master pins reduces the total number of usable bitting combinations, which limits how many unique change keys the system can support.
- Higher risk of cross-keying. When bitting combinations are exhausted, the system designer may need to reuse combinations, potentially allowing a key to open a door it should not.
- Greater dependency on key control. Patented keyways and restricted distribution become even more critical at these levels. The Over-Engineering Problem
One of the most common errors on commercial and institutional projects is specifying more levels than the facility actually needs. Over-engineering a master key system:
- Reduces the number of available change keys at the bottom of the system, where you need them most
- Makes future expansion harder without a system rebuild
- Complicates pinning, ordering, and record-keeping for facilities staff
- Increases the cost of cylinder orders, pinning kits, and key blanks
If a facility can be logically organized under three or four tiers, resist the temptation to add levels for future flexibility that may never be needed. It is far easier to add cylinders to an existing Level 4 system than to restructure a Level 6 system that ran out of key changes three years after installation.
